Issuer
The Issuer is the party that generates a Proof Swarm, holds the labels and publishes the commitments. It must never be the Provider of the control under test.
What it does
- Builds each canary with its content, Color, Path, expected effect, effect token and flags.
- Seals the answer key: hashes every canary into a commitment, builds a Merkle tree over them, and publishes the root bound to a Time Anchor pulse before the first release.
- Lets the beacon choose the order: the release order and good-to-bad ratio come from the second pulse after commitment, so the Issuer cannot arrange the swarm to look good.
- Reveals after the run. Anyone can recompute the root from the public reveal. If it does not match, the run is invalid.
- Publishes the Interface Manifest.
Independence
The Issuer is Integration Point IP-1. It is never the Provider and never the Proof Witness. In the Jailed Canary Protocol the same job is the Bait Generator (IP-J2), which also mints the decoys the bait points at.
