Closed Accounting

Closed accounting is the rule that every released canary in a run is accounted for exactly once: the released count must equal Stopped + Missed + Passed + False block + Void + Undelivered + Sealed + Blind, and a run in which it does not is invalid.

What it means

No canary may disappear from the books. Every one released ends in exactly one of the eight outcomes, and the sum must close. In Production Stream Mode the same rule applies to every clutch.

Why it matters

The easiest way to inflate an efficacy rate is to drop the canaries that make it look bad: the ones the witness could not see, the ones lost in an outage, the ones that never arrived. Closed accounting makes that impossible to do quietly. If the numbers do not add up, the run is invalid, not just unflattering.
